ADSL South Africa - What is ICASA?

What is ICASA? ICASA is the controversial regulator of the telecoms and broadcasting sectors in South Africa. It was established in July 2000 and took over the functions of two previous regulators, SATRA (South African Telecommunications Regulatory Authority) and the IBA (Independent Broadcasting Authority). The two bodies were merged into ICASA in order to streamline regulation and accommodate the convergence of technologies.

ADSL South Africa (Broadband South Africa) started to refer to ICASA as The Dependent Communications Authority of South Africa (DCASA) in May 2009. This happened after ICASA, backed by Cosatu (Congress of South African Trade Unions), made a u-turn and tried to stop Telkom’s sale of 15% of its holding in Vodacom to Vodafone in the UK. ICASA's double standards became clear to all while a serious cloud of doubt was cast over their ability to function and operate independently.
