To make matters worse…

In other words, allegedly the guy that wrote the ADSL Regulations did not attend the hearings
despite requests from ICASA’s ADSL panel.
‘There were even suggestions that the initial ADSL Draft
Regulations – which were far more detailed - were watered down to avoid possible litigation from Telkom’ (ICASA
rules in Telkom’s favour, MyBroadband, 11 December 2007).
In other words, allegedly ADSL Draft Regulations were watered down
in order to prevent Telkom from going to court.
