Is Ivy Matsepe Casaburri following ‘common global practice’ in her stance?

No.

Ant Brooks, General Manager of the Internet Service Providers’ Association of SA (ISPA), made it clear that setting “…out ownership requirements was worrying and totally at odds with common global practice” (Neotel stands its ground on cable rights, Stones, Business Day, 12 November 2007).

In other words, Ivy Matsepe Casaburry is not following international best practice.

What will the consequences be for South Africa if Ivy Matsepe Casaburry succeeds in restricting foreign cable ownership?

Disastrous.
