Why now and not earlier?

This is the question ADSL South Africa (Broadband South Africa) wants to
ask ICASA after it has shut down more than one wireless network
in Sandton earlier this month, leaving a number of businesses out in the cold in the middle of the holiday
season.
ICASA has confirmed that they have ‘…confiscated wireless equipment
from high sites in Sandton’ (ICASA shuts down wireless networks, MyBroadband, 21 December 2007). ‘According to an anonymous
source ICASA ‘invaded’ high sites in Sandton with a court order and armed guards, confiscating equipment from
various wireless providers. A number of businesses were offline due to the removal of this equipment’

In other words, it’s clear that ICASA has decided to get tough in
the middle of the holiday season when most people are having a good time elsewhere than at work.
