Local Loop
Unbundling: ICASA fails us again
ADSL South Africa (Broadband South
Africa), 5 December 2011
The Independent Communications Authority of South Africa
(ICASA) has come under a lot of fire since the release of
their findings on or framework for Local Loop Unbundling (LLU or LLUB). They’ve for one failed to meet
the deadline to implement Local Loop Unbundling (LLU or LLUB) in South Africa by the end of
November.

It is clear
that ICASA is either sucking on the tits of the Telkom cow or are very scared of Telkom’s lawyers. ADSL South
Africa (Broadband South Africa) is of the opinion that the former is closer to the truth,
because ICASA is clearly bending more backwards to Telkom’s demands than a Limbo dancer to a pole. How much
lower can you stoop? You’re an absolute disgrace and a waste of the taxpayer’s money. It is clear to us that
your true colours are once again shining through, colours that scream why you should not be the Regulator for the SA Communications
Sector, not even to mention your history which can rightly be described as a comedy of errors.
Taxpayers should refuse to pay another cent towards ICASA. Given that they’re clearly in bed with Telkom, why
should taxpayers continue to foot the bill for such an ugly, expensive and dirty whore? Telkom should pay its
own whore and take the bloody freak show outside the public domain. They’ve not only managed to delay the
implementation of Local Loop Unbundling (LLU or LLUB) with another year or so (or
indefinitely for that matter), but have utterly failed to put an end to Telkom’s illegal bundling of a
compulsory voice service with the ADSL data service. In addition, it is clear that no
one in government has the balls to step in and call them to
task.

ADSL South Africa
(Broadband South Africa) deplores the way ICASA is messing us Average Joes about to Telkom’s benefit. It is something that got to
stop.
