Letter from Taiwan

ADSL South Africa (Broadband South Africa) and some Internet Service Providers (ISPs) in South Africa have received a letter from Frank Hung from the C-Com Corporation in Taiwan. We publish his letter here so that other interested parties can contact him directly if they wish to do so.

Dear Sir/Madam,

This is mail from Taiwan.

In our country, the copper wire is manipulated by Telkom (Chung Hwa Telecom) and consequently Telkom control ADSL prices. However, there is around 10% ADSL subscribers can (legally) have ADSL fee be as low as 60% discount from the price of Telkom. You must have interest how we do that and you may consider the possibility to duplicate such business model in South Africa.

Taiwan government allows "Secondary" Internet Service Providers (SISP) to provide broadband service. The SISP is not allowed to deploy copper wire (last mile), so theoretically they have no choice to become resellers of Telkom. However, the SISP runs different way. They are allowed to access copper wires in high-rise buildings, such as apartments, hotels, commercial complexes,... What they do is to purchase and install ADSL DSLAM (DSL Access Multiplexer, the Telkom installed in his exchange offices, but smaller scale) at basement (or some place) of the building. The DSLAM then connects to ADSL modem/router at each home (or each office) of this building by existing telephone copper wires. Since the POTS Splitter has been built inside the DSLAM, the residents in the building can have voice and data simultaneously. On the other hand, the SISP leases a "unlimited access " ADSL broadband from Telkom to the building, and consequently all the users in the building can have "unlimited access ADSL broadband" by sharing "one and only one " ADSL line from Telkom with only 40% of monthly charge comparing to price of Telkom. Of courcuse, those subscribers pay SISP, instead of Telkom.
