When is Icasa
expecting the process to be completed?
September 2008.
‘In March, Mohlala told the Parliamentary Portfolio Committee on Communications that
the process should be completed by September 2008’ (ICASA councillor quits, Vecchiatto, ITWEB, 3 May
2007).
In other words, Icasa has less than a year and a half to complete the
process.
Will Icasa meet its own deadline (September 2008)?
It’s unclear whether Icasa will meet their own deadline or not but it seems
that they will find it difficult because of:

Mohlala’s
resignation – According to an industry insider:
“Industry and the big telecommunications companies have plenty of irons in the fire, so to speak, and
they need certainty about the process soon. The news of her resignation could not come at a worse time”
(ICASA councillor quits, Vecchiatto, ITWEB, 3 May 2007).
In other words, Mohlala’s decision to leave is not helping to clarify
issues pertaining to the license conversion process.

Organisational
problems – ‘…industry remains sceptical that
ICASA, with its reported organisational problems, would be able to meet the deadline, because all it
has done so far is issue a framework document on the conversion’ (ICASA councillor quits, Vecchiatto,
ITWEB, 3 May 2007).
In other words, Icasa can’t expect to meet the September 2008 deadline if
they haven’t even went a quarter of the way.
