In other words, consumers should be informed about bandwidth theft and provided with up-to-date info to effectively combat it. Education in this regard should start at school level.

Believe it nor not, but something as simple as changing your password after signing up with an Internet Access Provider, can help to combate bandwidth theft. This will eliminate the risk of illegal access to your account through the use of a list of routers/modems with default passwords.
